What counts?
Each message your bot receives counts once, including poll answers and attachments. Bot replies and exports don’t use your allowance. It resets on the first of each month (UTC).
At the limit, new messages still appear in your inbox, but automatic replies to them pause. No overage charges. Messaging requires backend activation.
